Suggested Recommendations on Human Rights Issues Related to Sexua Orientation and Gender Identity

Kyrgyzstan:

Key Issues/Recommendations: inclusion of sexual orientation and gender identity in nondiscrimination legislation and programmes, measures to address hate crimes and violence, police training and public education to promote respect, including on grounds of sexual orientation and gender identity.

Kiribati:
Key Issues/Recommendations: decriminalize sexual activity between consenting adults of the same sex.

Guinea:
Key Issues/Recommendations: decriminalize sexual activity between consenting adults of the same sex.

Lao People’s Democratic Republic:
Key Issues/Recommendations: promote equality for all people, including on grounds of sexual orientation and gender identity, ensure needs of marginalised groups are addressed in HIV education, prevention and treatment programs.

Spain:
Key Issues/Recommendations: commend Spain for significant progress towards non-discrimination on grounds of sexual orientation and gender identity, recommend legislative measures to ensure equal treatment for transgender persons, and application of the Yogyakarta Principles.

Lesotho:
Key Issues/Recommendations: decriminalize sexual activity between consenting adults of the same sex.

Kenya:
Key Issues/Recommendations: decriminalize sexual activity between consenting adults of the same sex, and consider inclusion of sexual orientation and gender identity within equality and non- discrimination laws and programmes.

Armenia:
Key Issues/Recommendations: address discrimination and violence on the basis of sexual orientation and gender identity, implement sensitivity and awareness programmes on these grounds, and apply the Yogyakarta Principles.

Guinea-Bissau:
Key Issues/Recommendations: commend Guinea-Bissau for its support of the GA joint statement on human rights, sexual orientation and gender identity, and inquire into measure to promote equality and respect on these grounds.

Sweden:
Key Issues/Recommendations: welcome positive developments and proposal to include sexual orientation in the Constitution. Recommend similar inclusion of gender identity, enhanced access to sex reassignment surgery and to official documents that reflect an individual’s self-defined gender identity, training and awareness programmes on health, education and asylum issues, and use of the Yogyakarta Principles.

Grenada:
Key Issues/Recommendations: decriminalize sexual activity between consenting adults of the same sex.

Turkey:
Key Issues/Recommendations: include sexual orientation and gender identity in nondiscrimination laws and initiatives, address hate crimes on these grounds, protect right of NGOs to register and advocate on issues of sexual orientation and gender identity without discrimination.

Guyana:
Key Issues/Recommendations: decriminalize sexual activity between consenting adults of the same sex, repeal provisions which criminalise dressing as a person of the opposite sex, address hate crimes and discrimination on grounds of sexual orientation and gender identity, provide police sensitivity training, and ensure that HIV programmes address the needs of vulnerable populations.

Kuwait:
Key Issues/Recommendations: decriminalize sexual activity between consenting adults of the same sex, and repeal provisions which criminalise dressing as a person of the opposite sex.

Belarus:
Key Issues/Recommendations: promote equality for all people, including on grounds of sexual orientation and gender identity, include these grounds in antidiscrimination legislation and programmes, and develop public education and police sensitivity programmes.
