Eastern Europe and Central Asia MSM and Transgender Consultation Report

150 participants of the regional consultation dedicated to the HIV epidemic in men who have sex with men and transgender people in eastern Europe and central Asia came up with a set of recommendations for priority actions.

There is increasing evidence of a hidden HIV epidemic among men who have sex with men in Eastern Europe and Central Asia. In response to this situation, United Nations agencies (UNDP, WHO, UNAIDS, UNFPA) in collaboration with civil society organizations and the Global Fund to Fight AIDS, Tuberculosis and Malaria, with the participation and support of governmental organizations, organized and conducted the regional consultation "Hidden epidemic: HIV, men who have sex with men and transgender people in Eastern Europe and Central Asia." The consultation was held in Kyiv, Ukraine, in November 2010, and was attended by more than 150 people from 30 countries, including Eastern Europe, Central Asia and other countries of the European Region and the world.

The report of the consultation is now available in Russian and English. It describes the main outcomes in relation to the HIV prevention, treatment, care and support needs of men who have sex with men and transgender people in eastern Europe and central Asia and contains a set of clearly defined recommendations to guide all stakeholders in shaping the response to the HIV in this important group.
The participants concluded that promoting an enabling environment for financing and implementing programmes for MSM and TG in the EECA region, including strengthening the evidence base, improving the health sector response to HIV in this population, human rights and sexual and reproductive health needs, should all be seen as priorities for all countries and the region as a whole, as part of comprehensive measures to ensure universal access to HIV prevention, treatment, care and support for all in need.
